If I were the Iranians, I'd call the sumbitch's bluff.
If the Iranians flip him off, are we going to shoot them? Bomb them? Nuke them? Invade them?

What exactly does that mean, 'on notice.'

"Deliberative process?" What, like the one we saw in the development and execution of the Muslim ban that isn't like, you know, like, a ban?

Paragraph 3 of Annex B of resolution 2231 (2015) calls upon Iran not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology.

A later investigation by the Senate Foreign Relations Committee revealed that the Maddox had been on an electronic intelligence (DESOTO) mission. It also learned that the U.S. Naval Communication Center in the Philippine Islands, in reviewing the ships' messages, had questioned whether any second attack had actually occurred. In 2005, an internal National Security Agency historical study was declassified; it concluded that the Maddox had engaged the North Vietnamese Navy on August 2, but that there may not have been any North Vietnamese Naval vessels present during the engagement of August 4.
